Add a svnserv.conf file after creation of a repository

Hi,

I have created a repository for me. Now I want to allow friends to
access my repository, and I had just discover my repository have no
access limitation. The conf/svnserv.conf is not used.
Could you help me? Must I re-create my repository? I have a 0.29
version, an old 0.29.
