No, Max Bowsher was completely correct when he said:

file:///c|/subversion/repository died the same way as
file:///c:/subversion/repository.

When I downloaded the latest Subversion and ran with that INSTEAD of the
Subversion delivered with Cygwin, the problem completely went away.
