Java Users -> Slower through Apache

I remember Ben saying there was a slow down in current releases because
webDav needed to do a check for each directory on operations to see if
the user had access when using the authz_svn_module.

Does this imply projects with heavy directory nesting will be slower
than those who don't while using authz_svn_moduel?
If so, how much of a penalty is it as the directories increase nesting?
