If you are using cygwin, the analogs are LANG and LC_CTYPE.

I do not know if setting them as system variables will cause the proper
result in a standard dos window, but it works in cygwin...

Subject: What is the analog to export LANG=en_US.UTF-8 under Windows?
When I start svnlook I need UTF8 output. Under Linux I use:
  export LANG=en_US.UTF-8
  svnlook ...
What is the analog to this under Windows?
