tracking local changes to readonly repos (svk?)

What are the best practices for tracking local changes to a remote
read-only subversion repository? From my quick survey it looks like svk
might be the way to go, but wanted to make sure there wasn't some other
more appropriate tool or way of doing this from within svn itself.
