You need to tell it where to repo to restore into is.

So if my repo is accessible as file://svn/foo and my dumpfile is foo.dump, I
would run

svnadmin load /svn/foo < foo.dump

Also, I'm not sure if svnadmin can read from bzipped dump files directly -
you may need to
pipe the input through 'bzip2 -dc'.

I'm testing subversion, and I would like to know how to restore dumped
files. I tried this:
# svnadmin load --force-uuid < \
/tmp/myrepository/myrepository.incr.1:1485.bz2

but i received this message error:
svn: Repository argument required

note that /tmp/myrepository/myrepository.incr.1:1485.bz2 is the path to my
dumped repository.
