Why $Id$ has Z - time? Configurable

Hi,

If I use the last changed date keyword I get the local time and in
brackets the difference to the GMT time.

Now I can undestand that this is too long for the $Id$ tag, but why has
the ID keyword Z-time. Zulu time? Thats not even GMT time right?

Is there a setting somewhere in which format ID keywords time gets
written? It would be great to have local time like in the last change
date keyword + the timzone name (JST for Japan Standard Time eg).
