This question seems to come up time and again, which suggests that the
error message is not as helpful as it might be. Once you know what it
means then of course it is very obvious, but the first time evidently it
is not.

In TSVN we append another clause to the effect that you need to SVN
update your WC. Since then we have not had that question come up again
(AFAIR).
