wrong action order in log file?!

Hi,
I am using following command (thanks to Ben Collins-Sussman)
D:/APPS/Subversion/bin/svn log http://localhost:81/svn/test -v -r 2:HEAD --xml

how can it be that in the resulting log-file this order of action appears
(a file put in a dir that was created afterwards?)

<PATH action="A">/kazadum/gimli.txt
<PATH action="A">/kazadum

altough at another place in the log the sequence is correctly reflected:

<PATH action="A">/kazadum/balrogs
<PATH action="A">/kazadum/balrogs/balrog1.txt
<PATH action="A">/kazadum/balrogs/balrog2.txt

any thoughts?
