You see, my client is WinXP. How do I set LC_CTYPE on Win? :-))
And second, I have tried the following:
 - en_US
 - en_US.iso88591
 - en_US.utf8
 - ru_RU
 - ru_RU.iso88595
 - ru_RU.utf8

with no success.

The interesting thing is that COMMITS are done,
while svn client said:
"Sending c_table.sql
Transmitting file data .svn: Commit failed (details follow):
svn: Can't recode string
svn: Your commit message was left in a temporary file:
svn: 'C:/temp/svntest/svn-commit.12.tmp'"
