"Can't recode string" again and finally

Hi to all,

I have installed SVN 1.1.3 as standalone server (svnserve) on Linux and
my clients are WinXP machines.

1. With LC_ALL=C and LC_ALL=en_US.utf8 the svn client returns
    "Can't recode string" error message.
2. With LC_ALL=ru_RU.utf8 svn client returns
    "svn: Valid UTF-8 data
     (hex:)
     followed by invalid UTF-8 sequence
    (hex: 90 1c 06 08)"

So, what LC_ALL (LANG) environment must be set on the server-side?

And how the LC_ALL (LANG) environment variable depends on client OS or
client's OS locale ?
