The Config file is in the user's Subversion settings
directory, not the .svn directory used for the files
themselves.

In (Li)Unix environments, it's written to
$HOME/.subversion. In Windows, it's under the User's
Home directory (also called .subversion, I think).
The doco has more details about where these reside.

If you don't see them, perform any svn command and the
directories will create themselves.
