Simple SVN question- auto-properties?

I've looked through the SVN book, but haven't seen a full explanation of
the following, or perhaps I missed it.

1. setting auto-properties for files, ie *\.c, *\.cpp, *\.py files I
need to all honor the Id keyword. The document references 'Config', but
I see no such file under my .svn directory- what am I missing here?
