Subversion doesn't have the problem that rsync was written to solve,
which namely is to efficiently synchronize two (probably remote)
directories when neither side knows the contents of the other. Since a
Subversion client already has the "base" version of each file, sending
hashes back and forth is not necessary, and so rsync is pointless.
