svn cat -r BASE

... is awfully slow for me. This is partly due to our slow svn server, but
that should actually not matter because the server shouldn't be contacted at
all.

I figured out that this has been known for quite some time as issue 1361.
But the issue has apparently been postponed since it is a "mere" performance
problem. Since it is actually hurting me (It is used by the subversion emacs
mode when ediffing my latest changes), I thought I might vote for this
issue, but either I am not allowed to vote or I just couldn't figure out how
(even though I registered at tigris).

So I send this mail as an attempt to "lobby" for the resolution of this
issue.
