Broken update

I updated from svn 1.0.4 to 1.1.3 and can no longer access my repository.

I'm using mod_svn_dav and the following appears in my apache2 error log:

Could not open the requested SVN filesystem [500, #160029]

The filesystem permissions look good and the db seems to be uncorrupted.
What else should I look at?
