keyword ID, get local time, not Zulu time

Hi,

right now the $Id$ tag shows the Zulu time:

$Id: todo-list.txt 259 2005-01-31 08:30:52Z gullevek $

is it possible to change that to show the local time? Like it is done in
 the $LastChangeDate$ keyword.

$LastChangedDate: 2005-01-31 17:30:52 +0900 (Mon, 31 Jan 2005) $

Or is it posible to have the +0900 there or eg JST (if I am in the Japan
Time Zone).
