Is anyone working on "svn obliterate"?

Does anyone know if work is active on implementing the "svn obliterate"
command? We sent a similar request to the dev list and got no response, and
so I am assuming that this is not an active development area.

There seems to be a little discussion about how to implement this, but I am
thinking that there is more detailed info generated by whoever the (latest)
active developer is (anyone know who that is?)

We'd certainly be willing to help testing, etc.
