write-lock

I installed subversion on a box running debian. I access subversion
from my local box using svn+ssh. The repository was created with
fs-type fsfs.
For the last user to write into the repository a write-lock file is
created unser the db directory and no one else can write unless I
manually remove the lock file. Read access still works meanwhile.
Can someone help me find out why the write-lock file is not removed by
the system?
