I have stumbled across just the type of packages I had been looking for
at:
ftp://rpmfind.net/linux/dag/redhat/el3/en/i386/dag/RPMS/
There are packages for neon, neon-devel, subversion, subversion-devel,
and mod_dav_svn. Additionally, they are up to date for 1.1.3 and don't
have dependencies on non-Red Hat Apache RPMs.
