Subversion itself doesn't have a notion of recursive properties. TSVN
has an option to set a property recursively (I hear, I don't use TSVN
myself), but I don't think that it remembers that the property was a
"recursive property" versus a "regular property", so it can set it on
newly added objects later on. Either way, you should probably ask over
on the TSVN mailing list.
