Problem: Cannot commit twice

Hi, i found a bug in subversion.

i am using TortoiseSVN on windowsXP, when i commit a
file twice , then i get a error message:
probably out-of-date
The version resource does not correspond to the
resource within the transaction. Either the requested
version resource is out of date (needs to be updated),
or the requested version resource is newer than the
transaction root (restart the commit).

But, on windows2k OS, it's OK.

and then, i download subversion command lines, and use
the "svn co" command. i got the same error.
