The docs don't encourage the use of diff and patch. In fact, they
explain why you *wouldn't* want to use diff and patch, why 'svn merge'
is superior!

I don't understand. Maybe you can explain more. What do you mean by
comparing the "diff file" and "the resulting patch"? Aren't those the
same thing?

Agreed. If, someday, 'svn diff' learns to produce an "enhanced diff"
format, then we will probably need an 'svn patch' subcommand to read
the format.
