I had the same problem, and I think I solved it yesterday.
1. I made sure my repository was created with fsfs, not bdb.
2. I set up svnserver, even though my client & server are both on the same win98 box, so I connect to my repository with svn://127.0.0.1/trunks [this is from memory, my win98 machine is at home].
3. When I checked out, I got the same error message that you did, but I found that an "svn update" worked fine & I could get data out of the repository. I've checked "commit" & the other commands, and they all seem to be working fine under win98.
Let me know if you're still having trouble, and I'll try to remember what else I did.
BTW, I'm using the most recent downloads from Tigris for both svn and tortoise; until yesterday I had 1.1.1, and I never managed to get them working under win98.
