database locked for merger but not commit

 Thanks for the pointer Scott,
I am using the new database system. I notice the faq says 1.1.2 may have
this fixed
I can confirm 1.1.3 still suffers from this problem
I could not find a bug report for this.
Is there one?
Are there any plans to fix this?

P.S. I shut down all but the system processes and still got this problem so
it is not virus checkers etc.

Unfortunately, subversion does not (yet) work as a server on Windows
