Keeping track of bugs, todo's etc.

I am looking for a small program for bugtracking etc. that can create
(preferable) a text file (XML?) that can be used in combination with
subversion.

I have had a quick peek at
http://www.zclipse.org/projects/insectivore/screenshots.html, but it has
zero documentation, and besides I don't want to use Eclipse for editing my
(Perl) source. And just starting Eclipse in order to update a team task
editor.... (takes several seconds here)
