Actually, I believe that issue lumps two different issues together:

  - the ability to skip svn:externals when doing updates/status

  - stickynes of various command line arguments, such as
    --ignore-externals or -N

I really don't want stickyness for -N, and I don't care much about
stickyness for --ignore-externals, but I would be happy to have
--ignore-externals now rather than wait until a generic solution for
sticky options is devised.
