G'day Reinhard and Peter,

There have been a number of discussions on this list regarding support
for NTFS junctions and hard links, although I don't know if they ever
resulted in an official enhancement request. There are a (reasonably
large) number of issues that would have to be worked through before an
implementation was attempted.

That being I have no idea what "linkd.exe" is or how it works, and
perhaps it doesn't use NTFS' native linking facilities and hence
doesn't have the same limitations.

The problem with most Windows shortcuts is that they're very sensitive
to the machine they were created on and the user who created them, so
although I would expect that they'd work fine on the same machine they
were created on, I'd have doubts that they'd work in a working copy
created on another machine or by another user. This isn't a
Subversion problem per se - if you transfer a shortcut to someone
else's machine using other mechanisms (file copy, email, whatever),
there's a good chance it won't work either.
