Doco on building a release?

Hi folks. Is there any documentation about how to set
up an environment to build a release? I've read the
HACKING document, but that's a little further down the
path from where I want to go.

I have a Mandrake Linux box (currently 9.0, about to
upgrade to 10.1) on which I'd like to install svn
(currently, I have a cvs repository on it). However,
the binary releases of svn for Mandrake aren't 1.1.3.
And if that's the lastest version, I'd like to use it.

I thought I would be able to get a copy of the source
for that release and build it myself (then being able
to install from there). Is there any existing doco
that outlines the steps involved to set up a
compilation environment?
