svn: Can't read directory entry in <repos>

I'm getting the following error when attempting an hotcopy on one of my
repositories:

$ svnadmin hotcopy atg /tmp/atg
svn: Can't read directory entry in 'atg/db': Partial results are valid but
processing is incomplete

I'm running it as user apache, and I've stopped access to the repository. I
can run 'svnadmin recover' and 'svnadmin verify' successfully, yet this
problem remains. The only thing I haven't done is a full dump/load cycle.
    The repository is about 3.5G on a machine that has been handling it
admireably, given that it's only PII-450 or so, with many regular large
checkouts (large being 2G a peice).
    I've been running this particular server since svn 0.27, and never yet
had a problem that I couldn't fix. Any ideas? I've Googled, but nothing
popped out at me... Thanks,
