svn:externals

I notice that the Subversion book says that the svn:externals property of a
directory can name not just a subdirectory of that directory to be
synthesized by an external fetch, but also any descendant directory. It
strikes me that this is messy and could lead to implementation difficulties.
Has the possibility of restricting svn:externals to only mention direct
subdirectories been considered?
