This is implemented in latest release of TSVN,
as well as WebSVN and (I believe) soon to be
done for the SVN Eclipse plugin - Subclipse.

Exactly :)

I've tested the above mentioned implementation
with devhound.com in TSVN and WebSVN, and it works
well, no reason it couldn't work for Bugzilla, but
AFAIK you can't (yet) use the standard svn client
with this approach.
