Question about developing functionality in .net to add users and give access...

We have a .net application that we would like to at minimum create users
and give them access to certain svn areas, and at best be able to create
new areas in subversion also.

Has anyone done this with .net?

For the users I guess we would need:

-create / update a user with htpasswd.exe
-give access to SVNAccessFile (easy enough I guess)
-restart apache I think

Any thoughts are appreciated.
