There is no solution. mod_dav_svn wholly owns and controls the
SVNParentPath directory, and it doesn't make that directory browseable.
  mod_dav_svn only exports child directories of SVNParentPath. End of
story.

That said, a bazillion people have asked for a mod_dav_svn directive
that would allow mod_dav_svn to return a list of child repositories
when SVNParentPath is browsed directly in a web browser. I've got a
patch-in-progress for that, not yet finished.
