well I went the simple way :) I just uninstalled tortoiseSVN, rebooted,
upgraded subversion, reinstalled tortoiseSVN and rebooted :)

It's just my home "play around" box, so I don't care. normaly I don't
have subversion and tortoise running on the same box ...
