Yes, you can! Well... at least if you're running on *nix with TortoiseSVN as a client: Simply redirect any required informational text output from the pre-commit hook to stderr. The output will show up in Tortoise's "commit denied" dialogue.

Perhaps others can comment on different server/client combinations...
