global-ignore per repository/project?

I have a need to filter all '.depend' and '*.flags' files from a specific
project but I don't wish it to necessarily be configured in my global-ignores.

Is there any way to do this? My understanding/testing of the svn:ignore
property is that it does not work recursively. In other words, I would have to
set this property on all subdirs manually.
