If you have installed Apache and Subversion binaries you shouldn't need
to download the Berkeley database because it is built into Apache and
Subversion. If you are building from source the instructions are in the
INSTALL file.

The Subversion book describes creating repositories in detail. If you
want a quick guide to getting Subversion and Apache working together on
Windows try
