D.J. Haberg maintains static builds for linux, solaris and MacOSX:

http://www.uncc.org/svntools/clients/

The current ones are at v1.1.1, but they work fine for me.

The entire "svn isn't installed by default" issue is sidestepped for me
with these builds because I can use wget or curl to fetch the head
revision of the svn binary from my server using straight HTTP, then
'svn co' the rest (the builds include svnadmin, svnlook, etc.)

On client machines, that just need to be able to connect to a central
subversion server, I would like to reduce the install to just include the
svn command, and needed libraries.

Can this be accomplished by a make option or anything like that.

The server and clients all run on Linux.
