Problem with svn win32 1.1.2 binaries -- iconv.dll missing?

I have not been successful at getting svn to work using the
svn-1.1.2-setup-en.exe installer located at
http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=91 .
Everything appears to install properly, but when I pull up a CMD prompt and
type "svn" I receive the following error message:

"svn.exe - Unable to Locate Component - This application has failed to start
because iconv.dll was not found. Re-installing the application may fix this
problem."

I originally thought that it may have been an upgrade issue as I previously
had version 1.1.1 installed, so I uninstalled svn, rebooted the system, made
sure the "\Program Files\Subversion" folder was gone, reinstalled svn, and
rebooted my system again. I still get the above error message.

Searching my C: drive I do not find a iconv.dll file.

I am running Windows XP Professional SP2. I had Apache 2.0.52 installed
from before (not sure if that is relevant to why the file is missing).
Please let me know any additional information you need to troubleshoot this
issue.
