the issue number is 1336. Reading it again, I understand why you want some
clarification ;-)

My very own problem:
I would like to use externals to "share" sources in different projects. i.e. all
my externals will be inside the same repository.
The server my repository resides on, will probably change in the future. As
externals can be defined as absolute paths only, I would have to change these
properties in a dump - edit - reload process.
I tried to do this straight ahead, but obviously I cannot simply change the URLs
in the dump file (it gets corrupt).

So relative externals or $SVNROOT would be nice to have in 1.2.
