It will, but I'll wait and see if 1.1.2 binaries with locale support
shows up first.

In the mean time, you can download Ben's binaries at
  http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=91
click on the "svn-win32-1.1.2.zip" link. This zip file doesn't containe
locale messages but should work fine.

Unpack the zip file and just copy the binaries over your existing
Subversion installation, it doesn't matter if your current setup comes
from another zip file or an installer.
