Well,

as I've seen now lot of messages of this kind, wouldn't it be a good idea to
apply a kind of DB Version check, if someone just upgrades the server and
doesn't do a svndump to ensure db compatibility ? Of course the procedures
of migration are all described in the docs, but obviously this DB version
related stuff still seems to be a big problem. Just a suggestion.
