ISO characters in log message

Hi,

I'm from Poland and I try to use ISO-8859-2 characters in SVN log
messages, but I can't get it work. Log messages send by post-commit
hook are always UTF-8 encoded.

In /etc/subversion/config I have:

[miscellany]
log-encoding = iso-8859-2

but it has no effect.

I can change manually commit-email.pl and other scripts in
/usr/lib/subversion/hook-scripts and diffs are send in proper encoding
(up to the next upgrade of subversion-tools package...) but log message
is anyway send in UTF-8.

What should I do to have ISO-8859-2 characters in e-mails with log message?
Can you help me?

I use Debian GNU/Linux and subversion 1.0.9-2.
