Why can httpd not load cygsvn_ra_dav-1-0.dll?

Hi all,

I have a question about httpd start in cygwin. I want
to ake a server box provide http service accessing
subversion repository. The box had installed cygwin.
And httpd in cygwin was running. After I wrote
LoadModule dav_svn_module
/lib/apache/cygsvn_ra_dav-1-0.dll in httpd.conf and
copied cygsvn_ra_dav-1-0.dll to /lib/apache/, httpd
could not start. And httpd prompted: Can't locate API
modle structure 'dav_svn_module' in file
/lib/apache/cygsvn_ra_dav-1-0.dll: dlsym,Win32 error 127.
