I used different clients. The windows client I used seems to be more
recent than the Cygwin one as it gives a little bit more information about
the error (an offending character, and the information that it is trying
to recode to or from UTF-8). I think it simply does not work because there
are to many translations involved and somewhere there is one too few or
too many.

A similar error occurs if I do a commit and write some umlaut into the log
message. Subversion seems to work if I don't use umlauts in path names or
log messages I think I will go on using it but have to be aware that I
cannot use umlauts.

You are aware that if you want to use Cygwin, you need the Cygwin
client, while when using Windows you need the real Windows client?
