Can only use "copy" from CLI, not using url

Hi all,

I want to create 2 branches and one tag, which is a snapshot before any
changes are made.

Using svn copy file:/// file:///......blah.../branches/New-name
works fine, but using the same path (obviously reflecting whats available
via the web server) I get (now making a tag) 301 moved permantly.

Any thing wrong with that?
