Mike,
I understand what you are saying about the zip file. However, I wanted to
Test the worst case scenario and from your feedback it looks like I did
exactly that. The worst case enables me to see how "smart" the algorithm
is. If it was smart enough it would see that the files were completely
different handle the differences in a more efficient manner. I am going
to forward this information to the developers group to see if they can
improve the algorithm.

I did a bit of Googling and I'm guessing you're zipping the TGAs because
otherwise they're really big. TGA does have a "compressed" format though
which reduces the size somewhat, but isn't as good as zipping. This
thread seems to suggest PNGs have the same capabilities (alpha channel,
lossless compression) and are a lot smaller:

Having said that, your creative types are probably not going to want to
change their format - I read a bunch of threads saying that people use
TGA because every piece of software under the sun reads them okay, which
might not be true of PNG.

And once again, thanks for taking the effort to do those timings - I'm
sure a "real developer" will be able to correlate those with what goes
on inside Subversion.
