This implies you have svnserve running, are you sure it is? Is it
configured into inetd/xinetd
netstat -ntlp will show you listening ports with processes, from these
look for svnserve.

I haven't read all of the thread yet. Maybe these questions are not
relevant. I tend to run my repos with svnserves on different ports in
daemon mode. On the other hand, it is only I who uses my subversion
repos (it makes a good backup system before committing the changes to
the "other" RVS).
