I'm obviously missing something in configuration. Before tunneling, I thought
I'd test it on the server itself. On a server command line I entered a line
of the form

 svn list svn://localhost/repos/project

And I get the error

 Can't connect to host 'localhost': Connection refused

I'm sure I've setup something wrong. Note that referencing it as

 file:///repos/project

works fine.
